With the Caloocan Anti Drug Abuse Office (CADAO), we created the CARROTTS-Salubong Manual for Implementers and Participant Toolkit to document their Community-Assisted Rehabilitation and Research Out-patient Treatment and Training System (CARROTTS). 

With these toolkits, CADAO was able to formalize the community-based drug rehabilitation program that started within Caloocan. Documenting their processes and how they formed partnerships with community stakeholders, the manual becomes a reproducible guide for other LGUs to set up their own community based drug rehabilitation program.

This project also answered the need for formal documentation of their program as a requirement for local courts to prescribe CARROTTS as rehabilitation for voluntary surrenderers and those plea bargaining for related cases.
